Obura was the deputy to Ali Toweli, the commanding officer
of the infamous Public Safety Unit (PSU), a special police unit during
the brute Idi Amin’s era, had earlier been sentenced to death by the
Kampala High Court.
Shortly after the collapse of the Amin regime in
1979, Obura was arrested by police. And on October 13, 1980, he was
arraigned for the first time before the High Court in Kampala presided
over by Justice Benjamin Odoki.
